Outstanding doctoral theses can be nominated for the SIU Prize by the following organizations and individuals:

1. Government agencies.
2. Universities, hospitals/medical centers, academies, research institutes/centers, science and technology academies, science associations/networks, etc.
3. Overseas Vietnamese diplomatic missions.
4. Foreign diplomatic missions in Vietnam.
5. Overseas Vietnamese organizations.
6. Overseas Vietnamese student associations.
7. Corporations/enterprises, innovation incubators.
8. Professors working in areas of expertise related to the fields of the SIU Prize.
9. Scientists, experts working in areas of expertise related to the fields of the SIU Prize.
10. Members of the SIU Prize Council and Committee are not allowed to make nominations.
11. Self-nominations are not allowed.
