Outstanding doctoral theses can be nominated for the SIU Prize by the following organizations and individuals:

1. Universities, academies, research institutes/centers, science and technology academies, science associations/networks, etc.
2. Diplomatic missions of Vietnam.
3. Diplomatic missions in Vietnam.
4. Overseas Vietnamese organizations.
5. Overseas Vietnamese student associations.
6. Corporations and enterprises, innovation incubators.
7. Professors working in research areas related to the fields of SIU Prize awards.
8. Scientists working in areas of expertise related to the fields of SIU Prize awards.
9. Members of the SIU Prize Council and Committee are not allowed to make nominations.
10. Self-nominations are not allowed.
