“Law on Artificial Intelligence” Conference: Many recommendations was made for the improvement of policies and laws on artificial intelligence in Vietnam

On January 4, 2025, the Saigon International University (SIU) in collaboration with the Institute of Law and Social Studies organized a conference on “Law on Artificial Intelligence.”

The conference is the opening event for a series of activities within the framework of the SIU Prize International Conference Week and the SIU Prize Computer Science 2024 Award Ceremony, aiming to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on science, technology development, innovation and national digital transformation.Picture1

The conference was honored to welcome Mr. Nguyen Phuong Tuan – Deputy Chairman of the National Assembly’s Committee on Science, Technology and Environment

Prof. Phan Trung Ly, member of the Central Theoretical Council of the Communist Party of Vietnam, former Chairman of the National Assembly’s Law Committee, emphasized the importance of developing responsible AI policies, ensuring safety and benefits for people in research and application. In particular, Prof. Phan Trung Ly recommended that Vietnam should study the approaches of countries around the world in order to learn from their experience in establishing a legal framework for the development of AI. Some important requirements proposed include: Establishing a legal framework to promote the development and application of artificial intelligence; Identifying intellectual property rights for AI products, in which, ownership and rights of related parties are required to be clearly regulated by law; Protecting privacy, personal information and data, respecting human rights and dignity in AI research and application activities; Ensuring ethics and legal liabilities when deploying AI systems; Proposing prohibited AI activities to minimize risks and protect social interests.

“We do not need a separate law on artificial intelligence for the time being but framework regulations on fundamental ethical and legal issues that must not be violated. Those legal framework regulations must also encourage technology companies to set their own regulations.” – Assoc.Prof. Le Bo Linh, Institute of Law and Social Studies, former Deputy Secretary General of the National Assembly, Deputy Chairman of the National Assembly’s Committee on Science, Technology and Environment shared his views. Through the presentation of “Overview of Artificial Intelligence and Legal Issues”, Assoc.Prof. Dr. Le Bo Linh also proposed a draft law on AI management, with specific directions: Ethical principles for the development, deployment and application of AI issued by the management ministry; Identifying the origin of AI products; Classifying AI systems according to the level of risk they present.

With a focus on the field of science and technology, the presentation “Legal Aspects of Artificial Intelligence in Science and Technology in Vietnam” by Prof. Hoang Van Kiem – Chairman of the Academic Council – Saigon International University & Mr. Ho Thien Thong Minh (MBA) – Deputy Director of the Asian Institute of Innovation and Technology – Saigon International University provided legal solutions to address the legal liabilities of AI’s violations; to protect privacy and personal data; to ensure transparency. The presentation also proposed regulations on monitoring and licensing of AI products, emphasizing the need for a 4-steps approval process: safety assessment, practical testing, explainability assessment, and licensing.

The presentation “Legal Culture and Ethics in Research, Application, and Development of Artificial Intelligence in Vietnam” by Prof. Le Minh Tam – Institute of Law and Society Studies, former Rector of Hanoi Law University, former Vice President and General Secretary of the Vietnam Lawyers Association proposed 5 solutions to promote the role of legal culture in research, application and development of AI: Raising public awareness of AI and focusing on the approach of legal culture in the process of research, application and development of AI; Continuously innovate legal thinking and raising legal awareness about AI; Promoting the propaganda, dissemination and education of AI; Urgently promulgating a set of rules for AI governance and researching, developing ethical rules for AI.

Prof. Dr. Le Minh Tam with the presentation: “Legal Culture and Ethics in Research, Application, and Development of Artificial Intelligence in Vietnam”

The presentation “European Union Law on Artificial Intelligence and Recommendations Applicable to Vietnam” made the following recommendations: Artificial intelligence management must be considered as part of the digital strategy; It is necessary to standardize the legal aspect of the term artificial intelligence (AI) as soon as possible in order to ensure the comprehensiveness of the law; It is necessary to have a development plan for legal regulations on artificial intelligence as soon as possible, aiming for a separated law on artificial intelligence based on the experience of the European Union.

The conference was attended by lecturers from the Saigon International University, experts, scientists, and practitioners. Together, they had discussed and made various practical recommendations, providing a multi-dimensional perspective on developing and perfecting the legal system for artificial intelligence, contributing to the improvement of teaching, research, and learning capacity of lecturers and students. The conference also helps expand the cooperation with domestic and foreign organizations, agencies, and experts.

SIU Prize Week 2025 kicks off with the conference “Law on Artificial Intelligence”. This is a series of academic events taking place from January 4 to January 11, 2025, with in-depth conferences on artificial intelligence combined with the SIU Prize Computer Science Season 1 Awards Ceremony.

The SIU Prize Computer Science Season 1 Award Ceremony takes place on the evening of January 11, 2025 at Dien Hong Theater – Saigon International University (SIU). The event celebrates young talented scientists and researchers of Vietnamese or Vietnamese descent worldwide, whose doctoral theses in the field of Computer Science have been successfully defended within the last 5 years.
